Tasmanian Sector members Vote "Yes" - 6 April 2004

84.7% of members of HACSU, CPSU and LHMU voted in favour of accepting the Agreement.

HACSU State Secretary Chris Brown said that the Agreement could now be registered with the Tasmanian Industrial Commission and the task of implementing the provisions of the Agreement could begin.

The Agreement is by far the most comprehensive ever negotiated for public sector members.

In addition to the 14% wage increase, a number of important conditions and work related matters were addressed such as excessive workload, measures to deal with bullying and harassment and change management.

The Government's offer is, in summary:


  • Period of the agreement will be 1 August 2003 to 31 December 2006.

  • Wage increases of 3.5% or $20 (whichever is the greater) from first full pay period on or after 1 January 2004, 3.5% or $21 (whichever is the greater) from the first full pay period on or after 1 December 2004, 3.5% or $22 (whichever is the greater) from the first full pay period on or after 1 December 2005 and 3.5% or $23 (whichever is the greater) from the first full pay period on or after 1 December 2006.

  • Salary sacrifice of compulsory contribution for employees covered by the RBF Defined Benefits Scheme

  • A comprehensive review of the award classification structure

  • A process for dealing with change in the workplace

  • A range of family friendly initiatives including access to opart time work, job sharing and flexible working patterns

  • More flexibility in how long service leave is taken

  • Ten days bereavement leave for the death of close relatives, e.g. mother, father, partner, child

  • A charter of rights for Union Delegates

  • A phased in retirement scheme

  • Agreed procedures for dealing with bullying and harassment in the workplace

  • Procedures for identifying, minimising and dealing with excessive workload.
